Starkey Named USEC Vice President of Operations; Paducah Plant General Manager Succeeds Morris Brown

BETHESDA, Md.--(BUSINESS WIRE)--March 8, 2005--USEC Inc. (NYSE:USU) today announced that the Board of Directors has elected Russ Starkey vice president, operations. He succeeds J. Morris Brown, who retired March 1.

Starkey previously served as general manager of the Company's Paducah uranium enrichment plant. In his new position, he will be responsible for USEC's production operations and U.S. Department of Energy contracting at the Paducah and Portsmouth plant facilities. He had been general manager of the Paducah plant since September 2001. USEC also announced that Steven R. Penrod, plant manager at Paducah, will succeed Starkey as general manager.

Morris Brown had been vice president, operations since November 2000 and previously served as general manager of USEC's Portsmouth plant. In his 40-year career in the nuclear industry, he held management positions at Carolina Power and Light Co., Louisiana Power & Light Co. and Newport News Shipbuilding Dry Dock Co. He earned his bachelor's degree in mechanical engineering from Virginia Polytechnic Institute.

Before joining USEC, Starkey worked for Carolina Power & Light Co. over a 20-year period in a variety of line and staff management positions, ultimately as vice president, nuclear services department. He earned his bachelor's degree in physics from Miami University (Ohio) and performed graduate work in business and economics at the University of New Haven (Connecticut) and North Carolina State University. From 1966 to 1973, he served in the U.S. Navy, achieving the rank of Lt. Commander.

Penrod has worked at the Paducah plant since 1979 and has served as plant manager since June 1998. He earned a bachelor's degree in mechanical engineering from Southern Illinois University.
