USEC Names Russ Starkey Paducah Plant General Manager; Steve Penrod Promoted to Plant Manager; Howard Pulley to Retire Early 2002
BETHESDA, Md., Sep 12, 2001 (BUSINESS WIRE) -- USEC Inc. (NYSE:USU) announced today the appointment of Russ Starkey as the United States Enrichment Corporation's Paducah Plant General Manager effective October 1. The Paducah plant is the country's sole uranium enrichment plant, providing fuel for commercial nuclear power plants worldwide.

Starkey has been a member of the Paducah management team for four years. He has extensive experience in the commercial nuclear power industry, including having served as nuclear power plant manager at several nuclear plants and having held corporate executive positions in a number of energy companies. In these capacities, he has held leadership roles in the start-up, shut-down and performance turn-around of commercial nuclear reactors. Previously, Starkey held key positions at commercial nuclear power facilities in the areas of operations, performance-based assessment, maintenance, engineering and environmental compliance. He also served as a Lieutenant Commander in the U.S nuclear navy.

USEC also announced today that Steve Penrod, the plant's Enrichment Plant Manager, will be promoted to Plant Manager. In this new position, Penrod's responsibilities will increase to cover all of the plant's operational activities.

Penrod has served in a number of positions at the Paducah plant since he joined the staff in 1979. These include Operations Manager, Health and Safety Manager, Department Superintendent of Cascade Operations and Engineer in various facility areas.

"Steve is one of the most experienced managers in the enrichment industry and has helped to lead the plant through many significant changes," said Brown.

Howard Pulley, the plant's current General Plant Manager, has announced his retirement to be effective early 2002. He will serve as a senior advisor to the plant and will support the transition until that time.

Pulley has served as the Paducah Plant General Manager for three years. Having joined the plant staff in 1966, Pulley served in positions of increasing responsibility, including Manager of Process and Technology, Power Utilities and Chemical Operations, Cascade Operations, and Plant and Personal Protection.
