The Naval Submarine League honored Welch for his leadership of a re-engineering initiative that enabled Electric Boat to continue production of submarines at reduced numbers while simultaneously leading the development of a design-build concept that has defined the Virginia-class program.
In presenting the award jointly, the league honored the leadership of Welch and Schievelbein during the development of a teaming agreement between Electric Boat and Northrop Grumman Newport News that divided procurement for the Virginia-class program between the companies to ensure that the country had submarine manufacturing capabilities at more than one site. The modular construction approach and work split developed by the two companies allowed for single learning-curve efficiencies on all but one module. The Virginia-class program has been recognized for its success in technical, cost and schedule performance. Electric Boat recently delivered the USS New Hampshire eight months ahead of schedule and under budget.
The Naval Submarine League Distinguished Civilian Award recognizes the personal contributions of a government or industry individual whose contributions have been of extraordinary value to the success of the United States Navy submarine program.
